Assessment of Early Childhood Education and Care public services
This assessment is part of the Public Finance Review (PFR) of Albania. The purpose of the PFR is to inform Albania’s medium-term fiscal policy framework in helping to create fiscal space, by strengthening domestic revenue mobilization, increasing the efficiency of public spending, and appropriately managing risks related to demographic and climate change. The findings of this diagnostic will inform reform options for improving ECEC provision and, more broadly, will serve as a pilot for a transformative approach to decentralization in Albania.
Objectives:
The study will focus on several key components of ECEC delivery (1) service demand, supply, and basic quality standards;(2) delegated functions, and linked responsibilities/performance standards, (3) costing of those functions/responsibilities, (4) financing sources to meet those functions/needs, (5) financial management processes/capacity related to those functions. The study will identify gaps in policy, financing, and capacity and propose reforms to enhance ECEC (6).
