Municipalities 4 EU - Empowering local communities in the EU integration process of Montenegro

The project aims to provide support and reinforcement to the capacities of all Montenegrin municipalities in the planning, programming and use of EU financial assistance, and to strengthen their knowledge and governance capacity on EU accession related matters. The contract will support the development of specific trainings and other capacity building events as well as organizational and institutional framework for introduction of “EU Offices” in municipalities.

Overall objective of the project:

To strengthen the capacities of municipalities for EU integration in order to ensure local governments are equipped with the necessary institutional, financial, and human resources to effectively implement EU policies and standards at the local level.

Specific Objectives: 

Decentralization of the EU integration process by empowering municipalities to fulfil EU accession requirements.

The process shall be focused on providing support to all 25 municipalities and engage in activities to achieve the following main components:

• Component 1: Networking and capacity building at the local level (Strengthening local government capacities in facing the challenges that the European integration process presents and seizing the opportunities it offers.)
• Component 2: Outreach and Communication (Increasing knowledge of the EU policies, acquis, standards, and dissemination of EU related information at the local level)
