Detailed description of the project:
The main objective of the project is to:
Support Albania’s implementation reforms to improve the equity and efficiency of its social assistance program by identifying bottlenecks during pilot implementation at different levels and then provide recommendations/solutions to address these bottlenecks so that nationwide implementation can be handled smoothly.
The specific objectives of the assignment are:
Evaluating the consistency of the application and intake process as specified in the administrative guidelines manual;
Assessing the efficiency and transparency of the payments process.
Reviewing the quality of data entry, quality, verification, data formatting, and report generation (information flows and management in the MIS), in accordance with the targeting guidelines and revised business processes.
Type of services provided:
Establish and implement the process evaluation and guide the design and implementation of proper evaluation system for the implementation of NE reforms;
Define the format and content of the periodic reports that the MSWY will have to send to the Bank and other stakeholders.
Establish a database containing information useful to assess progress in implementation of the NE reforms
Develop an identification strategy to evaluate the NE reforms.
Support the SSPD in MSWY and beneficiaries agencies in dissemination of information and training of government officials;
Develop a plan to disseminate the results of the Evaluation.
