Support to UNICEF on Decentralization landscape in Albania – how administrative and fiscal decentralization affect child-related policies
The main objective of the study is to generate the main knowledge is to generate the necessary knowledge and support UNICEF to:
(i) Gain conceptual clarity of the current political, administrative, and fiscal decentralization framework in child-related sectors links to broader national policies, institutions, and programs
(ii) Understand linkages between decentralization and child-related objectives and, examine the effect of decentralization on equity in service coverage, utilization, and quality of services in different municipalities (possibly categorize big, medium, and small)
(iii) Identify and analyse successes and problems of selected decentralization strategies in achieving results for children.
